Non-interference by foreigners

I found this via MooreWatch.com, which linked to ChargeMoore.com, a website run by the Ontario Campus Conservatives, who are petitioning the Canadian government to charge Moore in criminal court for his remarks about the recent Canadian elections. Apparently, according to Canadian law, it is illegal for foreigners to express opinions about Canadian politics:
DIVISION 9 PROHIBITIONS: No person who does not reside in Canada shall, during an election period, in any way induce electors to vote or refrain from voting or vote or refrain from voting for a particular candidate unless the person is (a) a Canadian citizen; or (b) a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act.
How fucking unbelievable. Get me out of this psycho country! After living in a "liberal utopia" like Canada for a couple of years, I really have begun to miss things like the 1st Amendment.
